Official description
Replacement of the existing front and rear dormers at 13a Paved Court, Richmond TW9 1LZ, part of a Grade II listed early 18th-century building (List Entry 1065372) within the Richmond Green Conservation Area. The existing dormers are flat-roofed timber structures that have decayed beyond repair. The cheek boarding, corner posts, sills and bottom rails are rotten and split, the lead roofs and flashings have failed, and water is entering the roof. The windows are modern, poorly fitted top-hung casements with single large panes and no glazing bars, out of keeping with the building and the listed group in Paved Court. Both dormers will be rebuilt in the same position and to the same footprint, height and projection, with no change to the roof pitch, ridge, eaves or chimney. The new dormers will follow a traditional Georgian form: Code 5 lead flat roofs with a projecting drip, Code 4 lead-clad cheeks with welted joints dressed onto the existing clay tiles with new soakers and flashings, and a moulded painted timber surround. Each dormer will contain a painted timber vertical sliding sash window with spiral balances and a vertical glazing bar, matching the sash windows on the first floor and throughout Paved Court (Thames View Windows drawing tvw543_1). The existing windows are already double glazed; the new sashes will have slimline double glazing or slimline acoustic laminated glazing, with white spacer bars, glazing bars bonded to both faces and no trickle vents. All joinery will be painted white. Disturbed roof tiles will be refixed, reusing existing tiles where possible. While scaffolding is in place, the front and rear elevations, which are already painted white, will be redecorated white to match the existing, using a breathable mineral masonry paint, with loose paint removed by hand. The works retain the scale and position of the dormers recorded in the list entry, reinstate traditional materials and window design, and make the roof weathertight. They preserve and enhance the significance of the listed building, the setting of the neighbouring listed buildings in Paved Court and the character and appearance of the conservation area, in accordance with Policies 28 and 29 of the Richmond Local Plan 2024-2039 and the Richmond Green Conservation Area Appraisal. Full details are given in the accompanying Design, Access and Heritage Statement and drawings.
