Official description
The applicant seeks permission to reinstate the original Victorian balcony and associated historic detailing to the front elevation of 14 Rawlings Street, based on clear physical evidence from neighbouring properties (particularly No. 10 and No. 12). The proposal includes reconstruction of the original balcony structure, reinstatement of historic mouldings and ornamental lintel, installation of wrought‑iron railings matching the established terrace pattern, and reinstatement of traditional timber sash windows with original glazing bar proportions. Scroll brackets are proposed to match those at No. 10. Although not confirmed original to No. 14, they are characteristic of the terrace and provide additional decorative support to the lintel above, enhancing both stability and the established street scene. The modern red paint on the entrance steps will be removed and the steps refaced with sandstone treads and risers matching No. 10, reinstating the original entrance treatment. The works represent a conservation‑led reinstatement of lost historic fabric, restore architectural coherence within the terrace, and enhance the character and appearance of the Chelsea Conservation Area in accordance with Policy CD4 of the RBKC Local Plan (2024). The Juliet balconies approved under PP/26/10724 remain a fallback only; the applicant’s clear intention is full reinstatement of the original façade.
